How you'll make a difference

The prime focus of this role is to lead a diverse team responsible for the management of the Council’s ‘outdoor’ assets, including both natural and the built environment. The teams that you manage will commission delivery of programmes of work from the Operations teams. The function involves the interface with customers and stakeholders from initial enquiry, the outline,design and then commissioning of services. You will make a difference by ensuring that high quality, cost effective works programmes are delivered,ensuring that council assets are maintained safely and that they are fit for purpose.

This is an internal Secondment / Acting Up opportunity for a term of 12 months.
 
What will you be doing?
As StreetCare Asset and Infrastructure Group Manager you will be responsible for the following functions:
- Highway network management and the customer/stakeholder interface
- Traffic Management, including Streetworks and liaison with utility companies
Inspections including condition surveys, safety and streetworks routine
- Data management including asset collection, highway records/searches, street naming and numbering
- Management of Open spaces, Public Rights of way, trees,drainage, street art and landscape consultancy
- Road safety education and engineering
- Oversee the councils role as Lead Local Flood Authority
- Development of policies and strategies relating to Council assets
- Capital programme prioritisation, selection and co-ordination
 
  • In the role you will design and manage the resources of the function to maximise impact and effectiveness, developing plans to formulate and implement targets and objectives from the Council’s overall strategic directives.
  • You will have overall control of operational plans and activities to ensure the required service standards are delivered and seek continuous improvement of these activities and plans. You will have responsibility of financial expenditure and to assure regulatory and Council policy compliance and provide best value for money, leading, motivating and developing employees throughout the relevant service areas using your understanding of the organisations requirements and expectations of the function.
  • Responding to information requests from senior managers, you will provide recommendations on specific issues relevant to the service area and implement compliance standards to assure the achievement of internal reporting requirements and compliance with external legislation and best practice.
  • You will recommend appropriate organisation structures and processes to meet service requirements both now and in the future and prepare and present all required operational reports and information to enable senior management and Council Members to make informed decisions
  • You will also be the Council’s designated ‘Traffic Manager’ as defined by the Traffic Management Act 2004

What we need from you

  • You will hold a relevant degree or an equivalent level academic qualification and have a Professional qualification in Civil Engineering, Infrastructure Asset Management or similar related discipline
  • We require you to have substantial post qualification experience in Civil Engineering and Infrastructure Asset Management at a senior level.
  • You will have substantial managerial experience organising and co-ordinating business support services and have excellent leadership skills and use these to inspire, motivate and develop your teams to high levels of performance
  • It is essential that you have experience of producing long term plans and strategies which satisfy business objectives and act strategically to solve problems and make decisions.
  • You must have extensive experience in risk management, applying these principals to services, developing policies and strategies and capital programme co-ordination and have an applied understanding of the technical issues in your service areas and departments..
  • It is key that you have experience of designing and managing resources within the function to meet organisational requirements and able to understand the organisations requirements and expectations of the function and put strategies in place to achieve these.
  • You will be a skilled communicator, who is able to negotiate with and influence colleagues and partners and deal with confidential and highly sensitive issues, with a proven ability to communicate, influence and negotiate at all levels including managers and senior managers and Members.
