Internal Only - Environmental Health & Trading Standards Service Manager

You will be responsible for the management and delivery of key Environmental Health and Trading Standards Services aimed at protecting businesses, residents and communities by providing technical enforcement and regulatory statutory services. Your team will comprise of a group of professional staff who lead prevention and intervention around Environmental Protection,Food and Health and Safety,Private Sector Housing, Trading Standards and Metrology.

The gross revenue for the service is in the region of £2.25m per annum with an income target of £470k and a net budget of £1.8m and you will also be responsible for the demand-led provision of equipment through Disabled Facilities Grants with an annual capital value of £2m.

What will you be doing

• You will lead on negotiating and implementing plans and statutory obligations to protect the public and the environment, maximising delivery within the resource available and balancing the delivery of risk-based service provision.
• In the role you will be responsible for a team of approx 50 staff and will lead and develop services to ensure effective delivery, meeting performance objectives and outcomes and promote a positive team culture.
• Playing a key role you will form policies, regulations, codes of practice, processes and procedures for the service, monitoring and controlling their implementation and enforcement. You will also respond to breaches of statutory requirements and respond to major incidents in order to protect health and the environment.
• You will formulate, propose and gain approval for longer-term and annual business plans and budgets to ensure cost effective budgeting and resource plans.
• Leading on partnership arrangements, you will identify and pursue opportunities for partnership working, promoting best practice and share expertise and resources and access funding opportunities.
• You will be responsible for preparing and presenting reports for the Council, external stakeholders and partners on the interpretation of major issues impacting on technical, enforcement and regulation services and deliver complex reports which may involve dealing with conflicting priorities.

• You must have a relevant Environmental Health or Trading Standards qualification and post graduate management qualification or equivalent relevant experience. You will also have Membership of CIEH, Chartered Institute of Environmental Health.
• It is essential that you have significant Senior Management experience in leading a service area that delivers effective education and enforcement programmes for the protection of businesses, communities and individuals.
• You must have a comprehensive knowledge of the relevant legislation and regulatory framework for the provision of the Environmental Health & Trading Standard services.
• It is essential that you have experience in working alongside a variety of multi disciplinary audiences, advising and negotiating effectively at senior level with external bodies such as the Food Standards Agency; Environment Agency; and Health & Safety Executive, Trading Standards South West / National Trading Standards Service.
• We require you to have extensive experience of communication and negotiation with the public, organisations and businesses and wide range of community groups and members of the public and the ability to communicate effectively with those who are believed to be committing offences.
