How you'll make a difference

As our Application and Database Technical Lead you will be the go-to technical expert for the council’s Microsoft and Oracle Applications and Database systems. You will motivate and inspire other technical specialists within the team and wider division.  By making a difference in this way, you will play a key role in improving the availability and reliability of the services provided by the ITD division to council staff and partners and in turn, the residents and businesses of South Gloucestershire.
 
What will you be doing?   
 
As part of a recent restructure and forming the Information, Technology & Digital (ITD) division, we have brought together the Business Systems Administration team, Application & Database (Apps/DB) team and the Networking & Communications and Virtualisation & Storage team into a single Technical Delivery & Operations (TDO) team to maximise efficiencies and synergies.  
  • As the Applications & Database Technical Lead, you will be confident in system/platform design and implementation as well as advising the Manager TDO, their peers and the Head of ITD in the overall technology status and planning for the estate.  You will instrumental to the success of this division moving forward.
  • You will be responsible for ensuring the Microsoft and Oracle focussed Engineers work well together and across the TDO team, ensuring there is smooth interworking and end-to-end process flow across the teams within TDO and the wider division.
  • As a lead in this team you will manage the operation of the systems and platforms necessary to deliver and support council-wide and business applications and databases that are available
  • You will play a key role where the in-production technology estate is concerned and heavily influence policies, processes and procedures.  You are also a major stakeholder in both the technical governance and solution design processes.
  • You will assist the TDO Manager with respect to audit compliance and budgetary control.
  • You will carry out strategic planning and leveraging of advances in technology for your area of expertise as it is critical to take advantage efficiencies, resolve bugs and remove security vulnerabilities.
  • You will be the technical lead for all complex projects and the go-to, hands-on, Apps/DB technical expert for other engineers from across the division working on the day to day work or that may be leading standard work from the backlog approved by Triage, the Design Authority or from the forward release plan.
  • You will also be required to train and mentor staff working in the area, or those that may have aspirations of doing so, such as apprentices or staff from within other teams.
  • A constant drive is required to ensure the technology estate is proactively monitored and maintained.  Also, that the latest technologies are evaluated to ensure the ITD division as a whole is able to implement secure, innovative solutions that benefit the residents of South Gloucestershire as well as the staff and partners of the council.

What we need from you

  • You’ll have a degree in a computer related field or equivalent, with demonstrable, technical expertise
  • You will be confident in system/platform design and implementation and able to advise colleagues in the overall technology status and planning for the estate.  
  • You will keep yourself up-to-date with the latest technical developments and thoughts and you will have proven senior technical experience in a large complex organisation with a delivery record in leading technology disciplines.
  • You will have demonstrable, a sustained delivery record at senior technical level in the following two areas:  
    UNIX/Oracle
          o In-depth Oracle Database knowledge; in-depth experience at managing, monitoring and fine-tuning database health and performance 
          o Good UNIX Administration experience 
          o Experience of Oracle Virtual Machine Manager experience or appropriate LDOM experience on CLI (KSE2)
    Microsoft 
          o In-depth Microsoft SQL experience, including clusters; in-depth experience at managing, monitoring and fine-tuning database health and performance
          o Excellent Application/IIS Administration, Development or Operations experience.
          o Windows server 2019 and 2016 although experience of upgrading 2012 is required
  • You’ll have experience of problem solving and decision making at a senior technical level, which includes security budgetary implications and attention to detail second to none.
  • You will need a strong record of delivery using communication, networking and influencing skills evidenced by use at a senior level in a complex operating environment
